2013 Altima unstable RPM

It happens when starting at Garage, the rpm jumps back and forth a little when idling. At the red light stop, the rpm again jumps between 500 ~ 750 though the idle isn't rough. Is that a big of deal when a car has only 100 miles on it? Has anyone observed similar thing?

Yes that is big deal. Sounds like the time is off and you should tke it back to the dealship to have it cheked out.

Something related to timing chain (or timing belt. I am not sure)?

It could be as simple as an idle adjustment. Timing belt out of sync is also possible.
