ABS light and brakes locking up

We have a 1997 Eurovan. For the last 5 years at least the ABS light will often come on while driving. When it does, the next time you brake especially coming to a stop, the brakes then lock up, and we can't accelerate until they unlock which usually takes 30 seconds to a couple of minutes. This usually happen when we've been driving for longer distances and in warmer weather but also can occur in cooler weather. Everytime we've brought it to the dealer, they can never get it to happen. They check the sensor and they say all is fine. We had the front brakes replaced in 2008. We have learned to deal with it by anticipating stops and breaking as lightly as possible, even downshifting before we break- obviously this is not very practical or safe. Has anyone else experienced this?
