50F external temperature reading

i have a 2000 intrigue that i bought new. have had no major problems. routine maintenance only. has been a great car. my only issue is that my reading located on the climate control display for the outside temperature ALWAYS reads 50F. doesn't matter if it's 150 or -50 or anywhere in between. while this is not a problem itself, when it rains, the reading drops down to -38F. now for the problem. in the heat of summer, on a sticky rainy afternoon, i have no AC because the car thinks it's -38 out and there is no need for AC. if i crank the defrost on high, eventually the temp rises back to it's usual 50F and AC works fine. any ideas what the problem may be?
