Ford Ranger only starts after you unhook the battery for a while

So I have a 94 ranger and just today I have had this issue. When I go to start it up it will not turn on or make a noise. So I tried jumping it and the battery tested fine. When I got back and plugged it back in the truck then turned on. I turned it on and off for a total of four time to test if it was just some random thing that went away. On the fourth time it only gave me a click and then any other times it did nothing, not even a sound.
 
So I only get a click that sounds like it is from the Power distribution box under the hood on the drivers side. And that is only after a unplug and replug the battery in. Also it will only turn on after the battery has been unhooked for an hour or a little longer.
 
I think it could be something in the power distribution box because when it tries to start that is the only thing that makes a noise.
One more thing. when I get it to start or just make a clicking noise the dashboard lights come on but when it makes no noise at all the light do not come on.
 
Does anyone know what this could be, and how to go about fixing it.
