#1 of 3 No fender stop lights on 97 T&C

I just purchased a 97 Town and Country for my son, it is 99% the same as my 97 Grand Caravan.
The center high stop light works but the fender stop lights don't work, they are all on the same fuse. There is 12 volts inside the socket when the brakes are depressed.
All four tail lights and turn signals/hazard lights work.
Since all of the above use the same bulb/sockets I swapped them and still no stop lights. I also switched bulbs.
It does not make sense that the 2 brake light don't work but the center light does.
Please help.

After hours of scratching our heads we finally swapped the tail light assemblies with my Caravan. The Caravan assemblies worked in the T&C but the T&C assemblies did not work in Caravan. Searching EBay came up with new assemblies for $48.00 with free shipping for the pair, much better that $130.00 from a local junk yard.
It could take up to a week to get the new assemblies so we swapped the left side assemblies so we will each have one workable stop light in addition to the Center High stop light.
An interesting side note:
When we test drove the T&C we noted the stop lights did work but the backup lights did not. When we bought the car we checked to make sure the backup lights worked and they did, we never gave a thought to check the stop lights. We bought it "As is" for $2,000.00 so there is no point in trying to get the Dealer to remedy the situation. I bet there is another 3rd generation van at that dealer that has no backup lights.

You said you measured +12V at one of connections at the bulb socket. Did you check for continuity in the other connection, the return (ground) side of the socket in the tail light assembly? Maybe sometime in the past something happened that caused the return side to open up.
So far all indications point to something wrong with the T&C taillight assemblies.
