Our left turn signal start flashing fast, so my husband changed the bulb. After changing the bulb, the dash lights all went out and the turn signals no longer work. Any suggestions?

I have an 04 Town and Country with 71000 miles. When I shift from park to reverse or neutral, the speedometer goes up to 40 mph or higher. When I shift into park it goes back to 0 for the most part. The transmission is also starting to not shift into reverse until I do it a few times. Any thoughts? Thanks for your feedback.
