99 T&C sounds louder

i have a 99 LXI and whenever i shift into reverse the van sounds much louder. when i am at an idle it sounds fine, when i am driving it also sounds fine. why does it only get louder in reverse.also both rear windows do not open . th ekleft one did open for a few days after i got the van now they both do not operate.
