We recently took a 03 Oddyssey to a non-dealer shop with a complaint of rough running at speed. It stumbled intermitently at 30-50 MPH. After too much time trying to replicate the problem the EGR valve was replaced. Apparently this issue threw no codes and required sensors be connected for a road test to locate the problem. No real complaints until the next day when the ignition key became difficult to operate and starting the car became an issue.
 
My question is how much of the diagnostics, either reading the on-board or the sensors (?) required connections in or around the steering column?

The only probable connection made was to the OBD II port under the dash. It's a standard port that code readers connect to. IMHO, the two issues are most likely not connected.
