When calculating the sales tax on a lease deal is that based on the MSRP, the selling price, or the total number of lease payments?

I'm looking at a 2013 X3 28i with technology, premium, premium sound, sports activity, xenon lights, and heated front seats. MSRP is $49,895 and invoice is $46,300.
 
First dealer wasn't willing to go under $47k with .00145 MF and 3k cash down for $641/month. This also includes Maryland taxes which are on the total cap cost and account for about $75/month.
 
I went to a second dealer and they are willing to beat the first and bring it down to $620/month. The finance manager hasn't given me their MF yet as she said she may play with the numbers for month-end targets (either adjusting sales price or MF to benefit sales or finance groups). Is $620/month a good deal given the steep taxes?

This is NOT correct. This is for 2013. The production on 2014 has started, the rates are different. Unfortunately while trying to clear out the 2013 models, the MF are higher and residuals lower making for a worse off lease.

It is correct and I have the bulletin to prove it. And 2014 X3's start production on April 1st
