Good point - the off switches often appeared later on some cars. I know for a fact the 2002 Outback VDC (first year) did not have a switch, but Subaru added it later.
So just because it lacks a switch doesn't mean it lacks the feature.
I'm looking now at my buyer's guide, I only have 2005 in front of me....
Looks like traction control came standard on the AWD models, but that means the FWD CE and LE and even XLE did *not* have it standard for model year 2005.
The XLE Limited had it, though, per Consumer Guide.
Confusing things further, looks like LE pkg 5 did add that feature, and was bundled with front side air bags, side curtains, ABS, wiper de-icer, and alloys.
Pkg 6 also, adding a power driver's seat.
Pkg 7 did *not* include it.
Pkg 8 did.
Do this - tell us exactly what options is has, which model, etc. I'll try to narrow it down for you.

Once Toyota found their FWD vehicles so patently UNSAFE on adverse, slippery, roadbeds they began using TDC, Traction-Directional Control, on FWD vehicles as early as 2000 (RX300). It was often not included in their F/awd models since it was assumed, mistakenly so, that F/awd would make the difference.
Most manufacturers of FWD vehicles initially adopt TDC and then only later (due to customer complaints..??) add the TDC "off" functionality.
The rather strange thing is that as RWD manufacturers initially adopted TC (Directional Control not an issue) they seem to have added the "off" functionality from the get-go.
I would imagine that any car that has a VSC indicator that cycles on then off at ignition start would have VSC. TDC, or TC, is generally considered a sub-function of VSC or VDIM for later models.

Im pretty sure this is a federal mandated feature for 2011 and beyond.

Actually I think it is 2012 model years and beyond in the US.
