#1 of 2 2000 Grand Marquis starting problem

My 2000 GM sputtered and died the other day all of the sudden. Found out there was a fuel cut off switch in the trunk that was tripped. Now the car loses voltage when trying to crank (from 12.8 to 8). I have changed the battery and the starter. I can turn the engine with a breaker bar so it is not locked up. Does a 2000 GM have a start solenoid on the firewall? Can the fuel cut off switch pull voltage like that?

1997 Grand Marquis starts then immediately stalls or stops. Will run if you keep gas pedal depressed but stops when you let off.
