Upper rear air outlets

My 2008 Uplander has front and rear cliamate controls. At no time has cool air, or any air, exited from the rear area ceiling outlets. The rear fan works on all three speads. Are they dummy outlets? I get rear heat at the floor level in winter but it's now 95 degrees outside. My passengers want cool air on their upper bodies.

They're not dummy outlets - mine blow out cool air when the AC is on and heat when we put the heat on.
