Hi janman34. All the bulbs on the front end of your 95 TC are accessed through those panels. Look at the side marker bulb from the outside of the car and trace it over the fender to the light socket.

PLEASE HELP. MY LICENSE PLATE LIGHTS ARE NOT WORKING. I CAN NOT ACCESS LIGHT BULBS TO REPLACE THEM. I REMOVED THE SCREWS (there are two screws on each light) BUT CAN'T FIGURE OUT HOW TO REACH THE BULBS. GOT PULLED OVER BY HIGHWAY PATROLL THE OTHER DAY. Open the deck lid. Look up at the back side of the license plate assembly. See those two holes? Enter the two holes and twist counter clockwise each holder containing the bulbs. R&R the bulbs and reverse the process.
