Problems stopping in 2004 4Runner, not tires or ice!

Thanks for helping in advance! I've had my car for 4 years now and ever since i've had it, when i first turn the car on there's a noise which, when i took it in (multiple times) was described as the break pressure building up and that it was normal. It lasts about 7 seconds or so, and then goes off and won't start again until i press the brakes (which is soon if i'm backing out of garage). Unfortunately, most times i press the brakes, i hear the SAME sound. Yes, for 4 years now my brakes have made noise. I believe this noise may be related to my car's inability to stop in the snow. I live in Denver which makes this a bit of a larger problem! Even in VERY shallow snow (less than inch), it seems ANYTHING will trigger what i assume is the ABS. I've adjusted appropriately having had this problem for 4 years now, but as winter approaches, i'm again concerned. Are these problems connected? I've replaced my tires, gotten new brakes on front and back, etc. Car is 2004 SR5 4X4. I know there is something wrong as noone else would buy this car if this was the way it was supposed to run.
