Thanks for helping in advance!

I've had my car for 4 years now and ever since i've had it, when i first turn the car on there's a noise which, when i took it in (multiple times) was described as the break pressure building up and that it was normal. It lasts about 7 seconds or so, and then goes off and won't start again until i press the brakes (which is soon if i'm backing out of garage). Unfortunately, most times i press the brakes, i hear the SAME sound. Yes, for 4 years now my brakes have made noise. I believe this noise may be related to my car's inability to stop in the snow. I live in Denver which makes this a bit of a larger problem! Even in VERY shallow snow (less than inch), it seems ANYTHING will trigger what i assume is the ABS. I've adjusted appropriately having had this problem for 4 years now, but as winter approaches, i'm again concerned. Are these problems connected? I've replaced my tires, gotten new brakes on front and back, etc. Car is 2004 SR5 4X4. I know there is something wrong as noone else would buy this car if this was the way it was supposed to run. Thank you VERY much for any and all ideas! Jake
