Brights kill headlights

Seems different from the other posts where the headlights short out all lights including the dash. In this 2000 Impala, when I click on the brights all the headlights go out but the turn signals and dash lights are not affected. Could this be a short or bad ground wire for the high beams? Any help is appreciated.
