I have test driven two 2006 Highlanders with heated seats, but I couldn't really tell if they were working or not. I want a 2006 or 2007. Do all of the heated seats in those year models barely heat? Is there anyone out there who has one that heats enough that you can feel the warmth without wondering "is it broken"?

Most modern day seat heaters have thermostats embedded in the bottom near the back of the seat. If the seat is not really "cold" the heater will not even switch on when the power is supplied. The idea is not really to "heat" your body surface but to prevent the seat from contributing to cooling your body surfaces/skin, or "feeling" cool.
 
Basically the "new" purpose of seat heating is to "simulate" a cloth seating surface.
