2002 Windstar fan motors

This 2002 has two electric fans, which one is for the radiator, and the other isfor the A/C condensor. When A/C is turned on neither fan spins. I was told that the A/C works on pressure, and the radiator one works on temperature. Also was told they should both work when A/C is turned on regardless of temperature. I Any comments appreciated.
