Windstar instrument cluster burnt out?

I charged my battery and didn't disconnect the negative battery cable like I always do and I had the battery charger on "boost" and forgot about until about 3 hours, now when I start my van the instrument cluster doesn't come on the windows don't go down the interior lights don't go on and the windshield wipers don't work. Well the instrument cluster is dim when I turn the key to the on position but when I start it, it goes blank, I checked all the fuses and they are good. This is a 95 windstar, any help would be appreciated.
