99 Caravan Instrument Panel light blows fuse

99 Caravan (base) w/ 3.0l
 
The instrument panel light(s) blow(s) the fuse (10A), either when car starts or light turned on. The correct fuse has been used to replace it with the same result; a 20A was tried - didn't blow, but didn't turn the light on either.
 
Can anyone offer advice or suggestions as to cause, solution, or next step in troubleshooting?
