New or overhaul existing engine by 4runnerblues

My 1995 4Runner is in need of a major repair as water got into the engine. What would be best a new engine or overhauling the existing one, I am on disability so finances are a big part in the decision.

You didn't say how water got into the engine.
 
If the car was submerged then you have a lot of other problems too. In that case I would try my best to replace the 4Runner.
 
If water entered due to a faulty gasket, you may have a warped head and/or damaged cylinders. That will be costly to repair but probably not as expensive as an outright engine replacement though the latter would, in my opinion, be the more reliable course of action.
