electical problems, bad fuse block?

I'm having a problem with my electrical system. My CD player and my cigarette lighter don't work but my radio works just fine, the previous owner told me that when you use the cigarette lighter it blows a fuse. I consulted my owner's manual and noticed that both are attached directly into the fuse block and the radio is not. I have a 93 Jimmy V6 4x4 4-door with a 4.3L W type engine and a digital cluster dash. What's the problem? What do i replace? Any advice would be much obliged.
