DO NOT BONDO IT TO THE FENDERS! Body kits aren't supposed to need bondo on a neon. If you look at the old bumper there's a bracket on the bumper and a stud on the body. The brackets fit over the studs to locate the bumper on the body and the plastic fender well liner are what hold it in back. If it doesn't fit even close to well, then I'd say you got the wrong one. It should be the same width as the car. 4" more on each side is WAY more then the "fitting" that an aftermarket bumper should need.
 
I'm picking up a Dodge Neon Extreme Dimensions Viper Front Bumper for mine from 2K Racing here in the next few months. Be cool to see you out on the streets.

thanx for the advice.I got it on there,fits.Not perfect but it is just a neon.
