2000 jimmy 4x4 engagement problem

2000 Jimmy, autotrack-4 button. The lights on the dash will flash but no engagement. I have replaced the actuator, solenoid switch on the firewall and the 4x4 indicator switch located by the front diff. I hear a clunck when pressing 4 low but the light just flashes, I can hear the tccm clicking but still nothing, all lights keep flashing except for 2 hi. I jacked up the passenger front wheel (with access to actuator) and started up Jimmy and pressed 4HI. The actator compresses about 2/3 but the light keeps flashing. If I rock the front wheel and squeeze the actuator at the same time, I get a little bit more cable travel and the 4HI Light stops flashing like it has engaged. The front wheel locks as well so I think something has engaged. I'm looking for possible solutions.... stretched cable, front axle problems etc??? Thanks for your help.
