A simple problem is the rubber brake line on the right wheel may be collapsing internally and not allowing the fluid to release when the brake is released. Keeping some constant pressure on that brake pad.
Are the techs with the scan tool re-setting the ABS code? If so, does it then still come back on?
If there is nothing mechanically wrong, I think you may need a mechanic with more extensive knowledge about the ABS electronics. I do know a 'regular' scan tool cannot access the ABS system. It is a different connector and possibly a different scan tool.

Ya put new hoses on both sides, still same problem.

Its not re-setting the code that is the problem. The testers can not actually connect to the computer. They all get a connection error. We tested the connection between the ABS computer and under the dash. It tested out fine, which means we should be able to connect to the computer but can not, therefor I replaced the ABS computer. I still have the same problems with the new computer.
