Is there a fuse somewhere for the wiper fluid pump. my pump doesn't seem to work and I thought that would be the first place to start...suggestions?

There is a fuse in that circuit, but I do not have a wiring diagram for your '99. However, it might be on a 20 amp fuse in the Junction Block which is the fuse panel located on the left side of the instrument panel. It should be on the same circuit fuse as the wiper motor.
