strange cooling problem

After a night of -15 degree weather, my wifes' 2002 dream cruiser would not crank. Using a heater, I finally got the motor to start. I let it run for 20 minutes. When I turned it off, the motor overheated. Any suggestions? I think that the thermostat is stuck, which is wierd, since it, the water pump and radiator were replaced 7 months ago.
