Stop in my local Ford dealership yesterday to test drive the Focus and Escape, their plan is to hold the car you select until July 27 also the Dealership was packed with people looking at cars.

Regarding negotiating scrap value for a 'clunker' under the CARS program, have you or anyone else been successful at negotiating a value with a dealer?
 
I was finalizing a deal for a car and finally got the dealership to give me an estimate of the scrap value of the car and they quoted black-book value at $450. So I offered to split the difference between black book and the mandatory $50, so I get $200 and they get the car and the rest of the benefit of selling off parts or selling the whole vehicle to a junkyard for parts. They refused to negotiate on it at all. Several times I've had to convince them that I wasn't arguing to get a "trade in" value in addition to the gov't rebate, but even after we got that clear they won't negotiate on the scrap value. I know it's a somewhat small component of the overall sale, but I feel that it's important to negotiate a fair value for each component of the deal.

I see you're from MD. I guess you must be referring to the MASSIVE Sparrows Pt. Bethlehem Steel plant. Does anybody still work there? That is one heck of a huge place to simply abandon.

Our view on the subject of scrap value is similar.
 
If a customer is adamant about negotiating part of the scrap value, which we are not at all sure about, then that sale is not worthwhile to pursue. It would be better if that buyer went to one of our competitors and put that company in a difficult position.
 
Everybody wins in that case...
...the buyer may get more value by having another store take some risk on the scrap value
...a potentially dissatisfied buyer is not sold thus avoiding a CSI nightmare
...a potentially dissatisfied buyer is directed across town to a competitor ( HUGE benefit ) who may run into a CSI nightmare
...a risky financial situation is avoided
...it puts the risky financial burden on a competitor thereby weakening them.

Assuming these are all 2009 model year, I would pick the Rav4. Based on the reviews, the Rav4 is more refined vehicle, smoother, better braking, more finished, etc. But it's hard to sneeze at a $3000 difference in price. The Tribute is a good vehicle. My next door neighbor has a 2004 or 2005 (90K+) and it has held up very well. I suspect now that the tribute has a 6 speed auto tranny, the fuel economy will be very close to the Rav4.
 
Either way, I would get the auto transmission. It's easier for an inexperienced driver. before you buy, contact your insurance agent for quotes on both of the vehicles.

That's good to hear. Hopefully the one benefit of this bill is you get more people into the dealership showroom.

The entity crushing or shredding the vehicles in this manner will be allowed to sell some parts of the vehicle prior to crushing or shredding it, but these parts cannot include the engine or the drive train.--cars.gov
 
The law does mandate that the vehicles be dismantled, and powertrain components must be destroyed, but it does not say that glass, body, or interior parts can't be removed and sold separately. And frequently the glass is the most valuable component of an intact clunker. Thus, the "scrap value" of the vehicle is almost certainly greater than the value of scrap metal on a per pound basis

Any ideas if the $3500/4500 is to be deducted before tags/title/taxes or after all this is figured into the final price?
