Important Things to Know
 
---------------------------------------------------------------------------------
 
Your vehicle must be less than 25 years old on the trade-in date
Only purchase or lease of new vehicles qualify
Generally, trade-in vehicles must get 18 or less MPG (some very large pick-up trucks and cargo vans have different requirements)
Trade-in vehicles must be registered and insured continuously for the full year preceding the trade-in
You don't need a voucher, dealers will apply a credit at purchase
Program runs through Nov 1, 2009 or when the funds are exhausted, whichever comes first.
The program requires the disposal of your eligible trade-in vehicle and that the dealer disclose to you an estimate of the scrap value of your trade-in. The scrap value, however minimal, will be in addition to the rebate, and not in place of the rebate.
Check this site frequently for the most recent updates from the government

It says the dealer must "disclose" the scrap value to you. It does not say the dealer must "turn over" that value to you!

Did the Hyundai dealer give you anything for the scrap value of your old vehicle? I also questioned that phrase. And felt it was negotiable with the dealer. An old vehicle with a very straight rust free body can be worth some serious money to a salvage yard.

You asked the question I was going to ask, Shifty. I was hoping emmittdog would say that the trade-ins looked unsafe and really beat up junkers, because I feel it's very wasteful and environmentally harmful to destroy useful vehicles, whether it's only one or 250,000. Someone could have gotten a lot of use from his "'97 Chevy with 93,000 miles in good condition."
 
What I'd like to know is why these vehicles should be destroyed. Reducing the supply is a weak answer, in my opinion, as is the fact that the program is voluntary.

I think that was necessary politically to scrap the cars, to get congress to go for it--the idea being that this has to have the semblence of being a "green" or an "energy independence" program, not just a subsidy for automakers. Otherwise, the clunkers would just get back on the road again, negating the improvements in fuel mileage and sending the wrong message.
 
Being voluntary, I don't see where anyone can complain about what happens to the cars. The owners are electing to do this, having made the judgment that their cars are worth more as junk than they are in the marketplace. Fair enuf. It's not like these cars are puppies being dragged off to the Humane Society. They're just old cars with probably more mechanical issues than meets the eye. I don't think people would trade in great running cars that they love.
 
I'd bet you that in 99% of the cases, no dealer in the world would have given them $4500 for what they have.

IMHO crushing the cars is the one concession to the environmental lobby in a bill that was otherwise intended as pure economic stimulus. It's probably not a terrific compromise, but I do think its voluntary nature makes it an acceptable one.
 
On a related issue, won't it be ironic if (when) it is revealed that this bill intended to resuscitate the D2.5 has actually generated more sales for the J3.5 and the K2 than for Detroit?

no choice there. I think limiting sales to domestic cars would create havoc with current international trade agreements.

I'm sure that this is the 'bone' thrown to the enviromentalists in order to get their support for this bill. However the real source for this proviso I'm certain is the quiet power behind the thrown; the military and the intelligence communities.
 
Just as CAFE is a favorite program of the Pentagon, CIA and NSA because it reduces our usage of petro-products, the secondary goal of the C4C program is to take gas guzzlers off the road and to drive the public into smaller more efficient vehicles.
 
This is the 4th diverse issue on this subject that taken separately have no connection to one another. But viewed from a distance all 4 are related and driven by one group....and it's not the enviro-weenies.

You have a Chrysler Minivan with 155,000 miles. That, in itself is a "bad sign".
 
If it qualifies (some of these do and some don't) I would take advantage of this program while you can!
