I am looking at a avalanche that was bought by my dealer from a dealer in CA that went out of business..my question is does the emission standards there make the vehicle get worse mpg? I am in texas

There are not many units left in the 08 models...I have found a black ltz loaded out that I want but dealer is only offering red tag minus rebates....now that is about the normal deal I have gotten in the past..with the red tag i thought i could do better but with only limited units I dont guess i can bargain too much...any thoughts ? i tried to get gm pricing but got shot down...just 6500 rebate minus 1500 my own gm card points
