Does California still have more stringent emission standards than the rest of the country? If so does that disallow selling a 2002 Honda Civic bought in another state?

I would think if you can get your car titled there, you shouldn't have any trouble selling it.
 
If you just moved there and plan to sell the Civic instead of registering it in California, well ... the CA DMV has a good smog page and talks a bit about buying and selling. May need to call them though.
 
California still has the strictest emission standards but the feds are trying to get everyone on the same page. That may take years. link
