I have a '08 CTS and the outside temp reading is within a degree of a certified thermometer, it can be in the sun all day and still read correct.

As I have found with most service writers they are not on top of alot things.
I did check and there are no TSB's for that problem.

you are not crazy. I just picked up my car yesterday from the dealer who could not find anything wrong with it. It finally went up to the correct temperature after about 20 minutes on the ride home. it is right back at it today except it is stuck and hasn't moved from 59 degrees when it is in the 70's. I got the same kind of answer with a computer printout with explanations such as if the car hasnt been run in 3 hours.......
i have also had cars with this feature that all instantly gave the temp including the loaner car the dealer gave me while they assessed my vehicle!
