Sales = delivered?

I read a story on a certian vehicle, that trades on CSX, a month or so back that said the vehicle is "Sold out" for the current model year and there is a waiting list for up to 6 months. So my question is, does sales equal units delivered to customers, or units sold by dealerships. If the former is true, that could mean that the sales number posted on the blog yesterday could stay stagnant until the stock retires. OR spike drasticly if the factory decides that they can ramp up production.
