IMO, it will not make much diff. in term of trade in value for a car at this age if the accident was minor. 12k damages? I think it's more than just a bumper. 20K trade in value is way too high, IMO. I think this is more like a 16-18K car.

Maybe they are giving "premium pricing", maybe not, but as you found out, the only thing that matters is what they are specifically offering you. And the real thing that matters is whether you were interested in buying a new vehicle in the first place! I would recommend that you drop by the Real-World Trade-In Values discussion for a fair market estimation of the the value of your car.
