Leaking water/radiator fluid

My 1998 Stratus has had some problems in the past overheating. Today it went all the way past the highest temp and steam came out from under the hood. I found water streaming from a circle looking place right under ( or near at least ) the upper radiator hose to the engine. Now water just flows out as I put it in. Please tell me the engine block is not rusted out.
