I understand that it's a question for DMV but the DMV offices are over-crowded and takes forever to talk to them. Here, lots of people post their experiences buying a new car and when they receive a title, what does it say for the "Previous Owner" column?
I don't know why you think it is speculation - it's a clear cut case - the "Previous Owner" column can be either empty or state the dealer name when you purchase a new car.

Whoa, cool down. If the reply comes from someone who thinks it should be one way or the other, then it IS speculation. The only place for the correct answer is from someone who works with, or has direct knowledge of, the DMV and it's laws. I didn't expect someone to go postal on me.

I would think the dealer has to register it since they bought the car from Hyundai for resell. I'd skip the DMV and go direct to Hyundai and ask about the warranty. That's what's important right?

The warranty is important, of course. I got the impression that one thing he was concerned with was the potential appearance that he bought a used vehicle and when he goes to sell it, he will be appear to the third owner. But like you said, we can all take posts different.
