I think that we have to put a lot of the blame on the EPA, and especially CARB. I am sure that one of the things keeping the American auto manufactures, as well as the European ones, from offering more diesels in the US is the expense of converting them so that they will pass the EPA/CARB emission standards (which were developed for gassers, and are configured to their emission strengths and weaknesses). At this point, with particulate traps and catalysts, I suspect that standards could be developed for diesels that make just as much sense as the present ones and that diesels could pass (and gassers probably couldn't, especially if one of the controlled emissions was CO2). But the EPA and CARB show no signs of doing that, so any diesel has to be modified to meet EPA/CARB standards before it can be sold in the US.

Biodiesel is far easier to find in CA than E85 ethanol. I know that So Dakota has had biodiesel B20 in the Brookings area for at least 8 years. Hawaii has had it for several years. It has certain limitations that would not be good in cold country in the B100 form. Californians could be using biodiesel in cars saving millions of gallons of fossil fuel per year if not for a repressive regulatory agency in Sacramento.
