I was having a problem reading from the OBDII connector. It turns out it was due to a blown fuse for the Power Port / OnStar fuse. I searched for quite a while to find the problem with the OBDII port when I couldn't read it. After learning that the front power port was no longer working, I decided to re-try the OBDII after replacing the fuse and it now works.
 
The OBDII port is either protected by the same fuse or it won't work if this fuse is out. Either way, hopefully this saves somone some time with the same problem.
 
This was on a 2003 CXL and it was just one more problem in a long string....head gasket (dex cool issues), broken power window clips, ABS/Traction control wiring harness problems etc.
