Get better fluid, and make sure it is not diluted by existing water in the system. Either drain the system before filling, or run the pump till it is empty, before filling up with new fluid. Also be sure to run it and pump new mixture thru the all the lines and nozzles.

The washer fluid he is using (Prestone premium good to -34 deg.) is better than the blue stuff. I use it and have never had it freeze in the washer bottle or at the spray nozzles. However, it MAY freeze if it is sprayed on the glass at road speed at zero or below due to "wind chill" . If there is a better washer fluid...and there may be...I have not found it. But as the previous poster suggested make sure the Prestone fluid isn't diluted with the "blue stuff" that may have been previously used in the washer bottle. NOBODY should be putting water in their system winter OR summer. It is useless, period.
