Yup that's how all cruise controls work on most cars these days. My Armada, LGT, Frontier, and 1990 240sx will not engage cruise control above 90mph.

Armada is drag limited at 117mph.
With the race trailer about 110mph
With the Cig Boat + trailer about 90mph

At anything approaching 100mph, nothing is "safe".
 
That the Cruise Control tops out at around 150kph tell me the design limitation may well be Japanese.
 
I'm going to drop the question on my favorite Subaru mechanic -- and, tolerate the "you must be nuts" look I will get.

I have a 2008 Forester that has a serious Torque Convertor Lock Up. When I am at cruise either up hill or down hill at 60-65 mph there is a series surging. I think that the torque convertor is locking up. Subaru tells me this is normal operation of the transmission. I seriously think that it effects my gas mileage. In 1999 the Subaru Legacy had very serious lock up issues. Has anyone heard of this problem

No, take it back to the dealer. My cruise control works as expected.

I have tried to sense "lock up" and I don't think you can feel it. It is not a gear shift. I can feel the transmission going in and out of 3rd at light throttle in response to hills, and can see the tachometer change rpms, but in 4th, I feel and see nothing if or when the lock up occurs.
 
Surging sounds engine related with nothing to do with the transmission. My 2008 cruise control works fine with no surging.

I have watched this closely. There is no change in the RPM's and it does not matter if I am in cruise or not. It most frequently happens at 60-65mph at cruise coming down a hill. I will occasionally happen when pulling a hill at consistent speed. This is not a change in gears. The dealer tells me this is normal

I think you mean torque converter slippage? You always want the TC to lock up as much as possible, that means less slippage and less heat.

Yeah, even the new Nissan Rogue has a cc limit of under 90mph.
