some one just gave me a 88 voyager it seems to run fine just has very poor power and poor mileage I checked every thing I could think of the plugs are soot ed indicating a rich condition and there is some black smoke from the exhaust, could this be the catalytic converter? and does it have a pre cat on this year? the previous owner says he cant remember if he had the timing belt changed so I guess it could be a jumped belt? also anyone know were I can find specs and diagrams online for it preferably free? thanks

Black smoke from the exhaust supports the "rich condition" theory, though it has nothing to do with the catalytic converter. Unless there is excessive back pressure on the engine due to a restricted exhaust, I would focus on the timing and spark at this point before delving into the exhaust.
