The only concern I 'd have is whether the 16" rims will allow proper clearance for the brake system. Other than that, I can't think of another reason to avoid the small rims. I guess you'd have to use a tire size tall enough to give you the same tread circumference.
 
My '08 Accord Coupe has the 18's, but I thought I saw some of the 4 cyl. models that had the 17"

You may want to check out www.tirerack.com...I have been using them for my last two vehicles and my wife's 2005 Nissan Maxima. They'll supply you with 4 Blizzak tires mounted and balanced on steel wheels for a very attractive price. There is no sales tax and the cost of shipping is nominal. Your best bet would be to talk to a CSR and ask him what size tires would work on your Honda. He can supply all the answers to your questions.......
