1995 rodeo fuel problem need help

My 1995 rodeo is getting about 12 to 14 mpg, its a 3.2 v-6 2wd automatic. seem to run good , but sometime want to bog down and emot a black smoot from the tail pipe, it had the obd-1 test sys si jumped the connection and get a 13 and 23 code, i have replaced the o2 sencer on the exaust pipe but no change. the service ingine light comes and goes anyone have any suggestions, and is 11 to 14 mpg norman gas malige for the 95 ?
