For example, here in NY, there is a 45mpg minimum. The Toyota Prius and the Honda Civic Hybrid meet or exceed this requirement. There are no gas only cars that meet this requirement. All hybrids get better fuel economy than the equivalent gas only cars on the Highway. Yes, the EPA numbers have changed. Hybrids still get better mpg than the gas only versions.
