can someone provide me with the answer as to why hybrids are permitted into HOV lines. Toyota hybrids have one small issue, they don't save much gas on highway. You will save in traffic. Also all hybrids lost about 12-20 % in FE due to new federal FE testings, while most regular vehicles only lost 5-7%

Hybrids are allowed in the HOV lane as a political means to promote Hybrids.
Not all Hybrids are allowed in the HOV lane. For example, here in NY, there is a 45mpg minimum. The Toyota Prius and the Honda Civic Hybrid meet or exceed this requirement. There are no gas only cars that meet this requirement.
All hybrids get better fuel economy than the equivalent gas only cars on the Highway.
Yes, the EPA numbers have changed. Hybrids still get better mpg than the gas only versions.
