It turned out to be a wiring issue between the solenoid and the computer. They had to rip up the car and found out that a bundle of wires were rubbing against the engine. A bunch of other wires were badly worn and exposed and causing some shorts. The fuel efficiency issue is still bad, but getting better.

I have the same issue... I had my mechanic check the system he checked all the lines and sensors and came up with nothing. have you had any luck with this?

Like I said, it was a wiring issue between the solenoid and the computer. There is a bundle of wires coming from the computer that was scraping against the engine mount that had eaten through a few wires. That wire was gone and the wire that controls the fan was next... Replacing the solenoid is a pretty cheap solution...
