I've looked at it, but it's mostly links to project cars and/or yuppie toys(90K for a car is ubsurd - I don't have that much money)
 
I'm more interested in finding one of the remaining EVs to use.

That'll be a problem. There are some Toyota RAV4 EVs still on the road. They aren't exactly cheap. I think I saw one go recently for $40k on ebay. And since it would probably have fairly high miles on it you would have to take into consideration replacement batteries, which are extremely hard to come by and expensive for this vehicle. So you're in the same situation that I'm in. We want something that's not currently available. My best guess is that by 2010 there will be some options, maybe 2009 if gas prices stay high.

Except - the ones I hear about all say they will be lease-only, which means off to the crusher once the term is up.

The EV-1 leases ran out a long time ago. I do not know if any were sold. As far as I can tell they were all pulled back in by GM. They are stacked out in the desert or gone to the recyclers. I do not think GM wanted to replace any of those high priced batteries. The RAV4-EV were sold until 2003. There are a few out there. If memory serves me the battery replacement on the RAV4 EV was $29,000. Not a repair you would want to get stuck with. EVs for the present are toys for the wealthy environmentalist.

I want to convert a '73 VW Type 3 vehicle to electric. It has a pancake engine, therefore does not have the room of a normal bug. Where can I go to get instructions on the procedures? Is there a book out that will outline the steps? Does someone sell a kit? Where is the most economical place to buy components?

Just did a little light searching and found that Phoenix Motorcars went into Chapt. 11 a few months ago.
Anyone seen anything further and if it looks like they will return from the ashes like a Phoenix?

The problem with a Type 3 is that they are very heavy for their size. A Honda CRX or similar, for instance, minus everything that's not needed, ends up being close to 1500lbs. If you get more creative, you can use a gutted Mini or similar as well. That's 1360 or so lbs and without the engine and other bits, almost 1000lbs ready to convert.

A Fiat 500 (original one!) weighed only 1100 lbs, but it likely wasn't built to handle 4 people(about the weight of the batteries you'd need).
 
EDIT - another option might be something like a street-legal sandrail.
