Several employees aren't aware of the difference between the white & yellow stickers. The main customer service call center in Sacramento are more familiar with the stickers. When you call the DMV, your area code will direc you to the nearest call center. I believe there is one in Sacramento and one in So. Cal. You should fill out the form and send it to the DMV. Make sure you fill it out correctly.
