You may not have a starting problem per say, many of us wait a few seconds after putting the key in before starting the car.
 
Something to do with fuel pressure I believe.

Does anyone have access to this TSB? I want to read what it says. I think I have this problem on my 2007 Civic. Oil seepage from some of the bolts on the rear of the oil pan.

I have a 2005 Civic, about 55000 miles. When I'm barely pressing the gas pedal (very low RPM) at >=32 MPH, my car starts making a noise similar to the one I think y'all are describing. If I press the pedal harder or let up on it, the rattling stops. Does this sound like the Lug Bug?

If you are referring to the "Lug Bug" noise, I had printed out the TSB for this issue (I forgot the number and no longer have the file) and went to my dealership.
 
Took a ride in the car with a service person, took out the TSB, showed him that my car fell within VIN range and they ordered the replacement longer surpentine belt.
 
Brought the car back a few days later and the noise was gone.
 
I traded my 06 civic almost a year ago as I was having so many problems, I was worried about my warranty running out and then experiencing problems.
 
I went back to tried and true subaru (had a 05) and the car has been perfect since day one (10K later).
 
I hope you get your issue solved, some dealerships are helpfull, some aren't.
