No, Winnipeg, which is just a bit north of North Dakota.
 
They say it is going to warm up soon, but I didn't think calling 4 months is soon.

I got a question. Does anyone actually go looking for a car when the temperature gets this cold?

Follow up question, for the few buyers on really cold days, is there a chance of getting a better deal than if the weather was warmer?

Oh not even close, last summer I went north for a conference to Iqaluit. Now that is close to Santa! (to put perspective on that, get on a plane in Buffalo and fly almost due north for just as long as it would take to fly to Caracas, Venezuela) Early July and temps in the mid 30sF
