...but you could get the best vehicle for 40k. Just like you could get the best vehicle that 5K will buy. It won't be the best vehicle, but it will be the best under that dollar cap...

Agree with the post above me. This is "Best for $40k" not "Best at any price and it just so happens to cost $40k"
