And processes are in place for foreigners to immigrate into this country today and become American citizens.....legally. Today, the quota for immigration is limited to 140,000 "employment-based" (those that already have job offers here, or have "extraordinary ability" in the arts, sciences, business, education or athletics. For those wanting to come here to try to FIND work, and build a better life for themselves and their families, there is a lottery of just 55,000 green cards. The the vast majority of immigrants coming through Ellis Island had NO QUOTAS. They weren't instituted until 1924. They were ALL welcomed with open arms. And those that go through this process do so because they want to become AMERICANS and understand that doing so carries certain responsibilities. The vast majority coming across the borders are just people looking for a better life for themselves and their families, and would love to become US citizens, but our immigration quotas make that virtually impossible.
